Το Kαταφύγιο Ζώων του Δήμου Ηρακλείου
ΛΕΙΤΟΥΡΓΙΑ
Το ενδιαίτημα μικρών ζώων του Δήμου Ηρακλείου (ΔΗ) λειτουργεί από το 2004 στη θέση Σπαρτιάς στην ευρύτερη περιοχή της Φοινικιάς και λειτουργεί σύμφωνα με το νόμο 4039/2012 και τις τροποποιήσεις του. Οι νέες του εγκαταστάσεις που αδειοδοτήθηκαν το 2010, παρέχουν τη δυνατότητα φιλοξενίας 80 ζώων. Το ενδιαίτημα λειτουργεί ως ένας χώρος προσωρινής παραμονής των αδέσποτων ζώων, με σκοπό την περίθαλψη, τη στείρωση, τον εμβολιασμό και τη σήμανση αυτών πριν την υιοθεσία τους ή την επανατοποθέτησή τους στο φυσικό τους περιβάλλον.
Τα σκυλιά που περισυλλέγονται καθημερινά από περιοχές που ανήκουν αποκλειστικά στα διοικητικά όρια του δήμου Ηρακλείου οδηγούνται στο χώρο του ενδιαιτήματος όπου υποβάλλονται σε κτηνιατρική εξέταση, σημαίνονται και καταγράφονται στα ειδικά αρχεία που τηρούνται από το προσωπικό. Εφόσον διαπιστωθεί ότι είναι υγιή και δεν είναι άρρωστα, υπόκεινται σε αποπαρασσίτωση, στείρωση και εμβολιασμό και παραμένουν για κάποιο διάστημα στο κυνοκομείο ώστε να δοθούν για υιοθεσία. Σκυλιά που χρειάζονται περίθαλψη βοηθούνται κτηνιατρικά και περιθάλπονται όσο διάστημα χρειαστεί. Σκυλιά που διαπιστώνεται από τη σήμανση τους (μικροτσίπ) ότι έχουν ιδιοκτήτη, επιστρέφονται σε αυτόν (με κίνδυνο όμως να πληρώσει ο ιδιοκτήτης πρόστιμο για εγκατάλειψη ζώου στην περίπτωση που δεν έχει δηλώσει έγκαιρα την απώλεια του).
Λόγω των περιορισμένων θέσεων περίθαλψης που υπάρχουν στο ενδιαίτημα και σύμφωνα με τα όσα ορίζει ο νόμος, στην περίπτωση που περάσει εύλογο χρονικό διάστημα και δεν έχει βρεθεί λύση για την υιοθεσία κάποιου σκύλου και εφόσον κριθεί από τον κτηνίατρο υγιής, τότε ο σκύλος επαναφέρεται στο φυσικό του περιβάλλον με απόφαση της δημοτικής αρχής, εντός των διοικητικών ορίων του δήμου Ηράκλειου και κατά προτίμηση στην περιοχή από όπου περισυνελέγη.
Τα ζώα που απελευθερώνονται στο φυσικό τους περιβάλλον αλλά και τα ζώα που δίνονται για υιοθεσία έπειτα από τις διαδικασίες στείρωσης και εμβολιασμού φέρουν στο εσωτερικό του πτερυγίου του αριστερού τους αυτιού ένα τατουάζ με μορφή Ε το οποίο δηλώνει την παραμονή τους στο χώρο του ενδιαιτήματος. Επίσης φέρουν ειδική ηλεκτρονική ταυτότητα (μικροτσίπ).
ΥΙΟΘΕΣΙΑ
Η υιοθεσία των σκύλων από το χώρο του ενδιαιτήματος επιτρέπεται σε όποιον το επιθυμεί (ακόμα και σε κάτοικους εκτός των διοικητικών ορίων του δήμου Ηράκλειου) και γίνεται με την υπογραφή σχετικής υπεύθυνης δήλωσης και με την υποχρέωση της ηλεκτρονικής ταυτοποίησης του ζώου.
Καθένας που το επιθυμεί μπορεί να επισκεφτεί το χώρο του ενδιαιτήματος και να γνωρίσει από κοντά όλα τα σκυλιά που φιλοξενούνται σε αυτό.
Επίσης εύκολη είναι η πρόσβαση και στη σελίδα κοινωνικής δικτύωσης του Δήμου Ηρακλείου στην οποία προβάλλονται φωτογραφίες των σκύλων που φιλοξενούνται στο ενδιαίτημα.

ΠΕΡΙΣΥΛΛΟΓΗ
Οι κάτοικοι του δήμου Ηράκλειου μπορούν να απευθύνονται στο ενδιαίτημα για να δηλώσουν την ύπαρξη αδέσποτων ή τραυματισμένων σκυλιών στην περιοχή τους, οι οποίοι χρίζουν στείρωσης ή περίθαλψης. Το προσωπικό περισυλλογής θα μεριμνήσει για την περισυλλογή αυτών τηρώντας σειρά προτεραιότητας βάση της σοβαρότητας της κατάστασης και της αναγκαιότητας περισυλλογής.
ΣΚΟΠΟΣ ΛΕΙΤΟΥΡΓΙΑΣ
Σκοπός λειτουργίας του ενδιαιτήματος είναι ο έλεγχος του πληθυσμού των αδέσποτων ζώων και πιο συγκεκριμένα η αντικατάσταση του ανεξέλεγκτου πληθυσμού άρρωστων και ανεμβολίαστων σκύλων από ένα μικρότερο πληθυσμό στειρωμένων και υγιών ζώων.
Με παράλληλες δράσεις ο δήμος Ηράκλειου ευαισθητοποιεί τους πολίτες πάνω στο θέμα των αδέσποτων και προωθεί την υπεύθυνη υιοθεσία και ιδιοκτησία σκύλων.

The Animal Shelter of the Municipality of Herakleion
OPERATION
The shelter for small animals of the Municipality of Herakleion has been in operation since 2004 at the ‘Spartia’ location, in the broader area of Foinikia, pursuant to Law 4039/2012, as amended. Its new facilities, authorised in 2010, are able to host 80 animals. The shelter is intended to host stray animals temporarily, to provide them with treatment, sterilisation, vaccination and tagging before they are adopted or sent back to their natural environment.
The dogs collected every day in areas falling within the administrative boundaries of the Municipality of Herakleion are taken to the shelter, where they are examined by a veterinarian and recorded in special files kept by the staff. If they are found to be healthy and not to be sick, they are dewormed, sterilised and vaccinated, and they will stay in the shelter for a while in order to be put up for adoption. Dogs in need of medical treatment are provided with veterinary care and treated for as long as needed. Dogs that are tagged (microchipped) are given back to their respective owners (but the owner may be fined for abandoning the animal if he/she has not declared its loss in a timely manner).
Due to the limited number of spots available at the shelter and in accordance with the law, if a reasonable period of time has passed and no solution has been found as to the adoption of a dog that has been found to be healthy by the veterinarian, the dog will be taken back to its natural environment by decision of the competent municipal authority, within the administrative boundaries of the Municipality of Herakleion, preferably in the area where it was collected.
Animals that are released to their natural environment, as well as animals given for adoption after being sterilised and vaccinated are marked with an E-shaped tattoo on the inner side of their left ear to indicate that they have stayed in the shelter. They are also microchipped.
ADOPTION
Adoption of dogs from the shelter is allowed for anyone wishing to adopt (even to people residing outside the administrative boundaries of the Municipality of Herakleion) and it will take place by signing a relevant solemn declaration and undertaking to microchip the animal.
Anyone wishing to do so may visit the shelter and get to know all the dogs hosted there.

COLLECTION
People residing in the Municipality of Herakleion may contact the shelter and declare a stray or wounded dog in their area, which needs sterilisation or treatment. Dog wardens will collect the dog, by order of priority depending on how serious each case is and how urgent the need for collection is.
PURPOSE
The purpose of the shelter is to control the stray population, in particular to replace the uncontrolled population of sick and non-vaccinated dogs by a smaller population of vaccinated and healthy animals.
The Municipality of Herakleion also organises parallel actions to raise awareness among local people about stray dogs and to promote responsible adoption and ownership of dogs.

If you want to get a closer look at the dogs, you are invited to one of the “OPEN DAYS” or “ADOPTION PARTIES” organised by shelter volunteers usually every second Sunday of the month (the exact dates are announced on the Facebook page).
